My name is Cecile Newcomb; I was born in 1964 and reared in Blacksburg and Montgomery County. My family lived on Roanoke Street when I was a child; we moved to and operated a farm in Whitethorne for seven years; my family moved to Brush Mountain where I lived while attending Blacksburg High School. A great deal of my childhood was spent outdoors, working the farm and exploring. I have lived within Blacksburg town limits most of my adult life, also having lived in San Diego CA, Ithaca NY, Boulder CO, and Calgary, Alberta. My husband and I have two children who are students at Blacksburg High School.

Objectives and Goals:
I have three main objectives, if I am elected to Blacksburg Town Council:
- To bring a spirit of cooperation and a “can-do” attitude to Town Council and Town Hall.
- Implement sustainable, managed economic growth for Blacksburg.
- Through quality of life measures, make Blacksburg THE place for our citizens to live and work.
The following are goals that will facilitate the objectives listed above:
- Increase citizen involvement in local government.
- Hold our government to the highest standards of democracy, transparency and professional planning.
- Encourage and facilitate the reorganization of the Blacksburg Federation of Neighborhoods.
- Support and grow the Rental Permitting Program and Neighborhood Enhancement Program.
- Encourage empty-nest and senior housing in downtown.
- Recruit a grocery and drug store downtown.
- In the final version of rezoning applications, only allow pictures, sketches and designs that are proffered.
- Provide more and better sports facilities for all ages and levels.
- Support the retail recycling program, including compost, and expand to all retail areas once the downtown recycling pilot program is running smoothly.
- Approach financial decisions by asking myself, “How would I spend this money if it belonged to me, not the taxpayers?”
- Encourage senior care facilities, and encourage the Virginia College of Osteopathic Medicine to specialize in senior health issues.
- Carry out the goals of the Comprehensive Plan.
- Support the downtown and other retail centers.
- Start a free trolley bus service that runs every ten minutes, through the commercial areas on Main St. and Prices Fork Road.
- Expand the Blacksburg Transit “two-town trolley” to Warm Hearth Village.
- Actions to provide safe connectivity of bicycle and pedestrian pathways.
